Chewing Gum Isn't Currently Classed As Litter!

I was interviewed by Radio Swindon today to discuss the growing problem of chewing gum in Swindon.

Here is a summary of the issues covered:

  • Spruce Up Swindon - Recently Swindon Council spent an additional £100 000 on street cleaning, focusing on issues such as chewing gum.  Even with extensive deep cleaning, 'scarring' is often left. 
  • Litter - Currently chewing gum isn't classed as 'litter'.  Swindon Council is keen for this to be changed in law, helping strengthen the powers to punish people who drop chewing gum.
  • Levy - Swindon Council would support chewing gum manafacturers being forced to pay a levy, with the money used to fund additional cleaning, and further educational work.
  • Education - More needs to be done through the Citizen classes to educate children to understand the implications of not desposing of their gum carefully.
  • Design - Modern chewing gum 'blocks' come in packets without paper provided for cleaner disposal.  This increases the liklehood of the gum ultimately ending up on the streets.  This needs to be addressed.
  • Gum Shields - The Council considered the Liberal proposal to provide gum shields for people to stick their chewing gum to.  Having looked at other Councils who did this, we rejected the idea due to health and safety, and we felt it would be an eyesore in the town centre.
  • Town Centre Management  - It is vital the Council works with the Town Centre Management to explore any additional ways we can either enhance cleaning, provide additional bins, or punish those who are caught dropping gum.
